Phase 1: Bring together coastal regulators, municipal water managers, and environmental groups to recognize the threat of tire‑derived toxins to marine ecosystems

Phase 2

• Invite tire manufacturers and coastal operators to publicly endorse non‑binding “Clean Runoff Commitments,” pledging to monitor and reduce DPG/MBT release

• Encourage adopters to implement simple best practices (e.g., enhanced stormwater filtration, use of safer tire additives) and share their progress
