Phase 1

• To engage water regulators, municipal supply managers, and public-health agencies to recognize the data gaps driving drinking-water non-compliance in Spain.

• Bring together laboratories, local utilities, and monitoring officers to discuss inconsistencies in reporting and surveillance.

• Encourage information-sharing on where monitoring fails and why data quality varies across regions.

Phase 2

• Invite utilities, labs, and regional water authorities to adopt a voluntary “Clear Water Data Commitment,” pledging to share simplified summaries of monitoring gaps

• Encourage small actions: publish brief transparency notes, share standardized checklists, or post simple public explanations of what parameters are currently under-reported
