Phase 1

• To engage fisheries regulators, regional marine authorities, and fishing cooperatives to recognize how policy rules shape sustainability and economic stability in Spain’s fishing sector.

• Bring together vessel owners, port managers, and marine NGOs to discuss knowledge gaps on quotas, bycatch reporting, and stock pressures.

• Encourage open dialogue on informational needs for clearer, more transparent practices.

Phase 2

• Invite fishing cooperatives and port authorities to endorse a voluntary “Transparent Seas Pledge,” committing to share simple, non-binding summaries on quotas, bycatch, and seasonal stock conditions.

• Encourage small steps: posting easy-to-read catch reports, sharing best-practice cards with crews, or documenting low-cost monitoring improvements.
