Phase 1

• To engage policymakers, environmental regulators, and economic planners in Germany and Spain to recognize how carbon pricing and border adjustments differently affect national economies and emissions.

• Bring together industry associations, trade experts, and climate NGOs to discuss sectoral impacts and competitiveness risks. Share scenario analyses, short briefs, and interactive visuals to highlight economic and environmental effects.

• Encourage dialogue on policy trade-offs and knowledge exchange.

Phase 2

• Invite stakeholders to adopt a non-binding “Carbon Policy Insight Note,” pledging to track and share one metric (e.g., sectoral emissions, price impacts) in their region.

• Encourage small-scale informational actions: publishing brief case studies, sharing lessons from carbon pricing experiences, or posting updates on local economic effects.
