Phase 1

• To engage Berlin housing regulators, municipal planners, and tenant associations to recognize the impact of short-term rentals on long-term rental markets.

• Bring together Airbnb hosts, property managers, and housing NGOs to discuss rental supply changes and rent pressure. Share accessible summaries, host small webinars, and circulate short fact sheets on displacement effects.

• Encourage open dialogue on policy options and local housing impacts.

Phase 2

• Invite stakeholders to adopt a non-binding “Responsible Rental Commitment,” pledging to monitor short-term rental activity in their areas.

• Encourage simple actions: report the number of active listings, track local rent trends, and share lessons learned publicly.

• Provide concise guidelines for balancing short-term rentals with long-term housing stability to enable visible, replicable practices.
