Phase 1

• Raise awareness among energy regulators, industrial associations, and research institutes about Germany’s uneven positioning in the emerging global hydrogen economy.

• Engage policymakers, port authorities, and technology developers to recognize gaps in infrastructure, certification, and international alignment.

• Encourage early dialogue on Germany’s long-term hydrogen role.

Phase 2

• Develop short informational briefs outlining Germany’s priority hydrogen standards and compatibility needs.

• Invite ministries, ports, and industry groups to adopt non-binding “Hydrogen Alignment Notes” that summarize their current practices and planned harmonization steps.

• Encourage stakeholders to publish simple indicators—e.g., tracked pilot projects, certification efforts, or bilateral cooperation updates.
