• Invite local authorities and city communication officers to publicly endorse a voluntary “Clear-Alert Commitment,” pledging to include hazard type, location, timing, source, and protective actions in warnings

• Encourage adopters to implement simple improvements (e.g., template alerts, social media posts, SMS notifications) and share results with other municipalities and NGOs
